एंग्लो-अमरीकी प्रस्ताव

काश्मीर के बारे में सुरक्षा परिषद् में जो एंग्लो-अमरीकी प्रस्ताव पेश किया गया है, उसे भारत द्वारा स्वीकार किये जाने की कोई आशा नहीं की जा सकती। पाकिस्तान के विषय में हम कुछ नहीं कह सकते। यद्यपि पाकिस्तान के विदेश मंत्री श्री जफरुल्ला ने इस प्रस्ताव पर निराशा व्यक्त की है, किन्तु यह प्रस्ताव निश्चित रूप से पाकिस्तान के पक्ष का समर्थन करता है और इसलिए पाकिस्तान दिखाने के लिए थोड़ी हिचकिचाहट प्रदर्शित करने के बाद इसे स्वीकार कर ले, तो कोई आश्चर्य नहीं होगा।

एंग्लो-अमरीकी प्रस्ताव ने एक बार फिर सिद्ध कर दिया है कि लेकसक्सेस में किसी प्रश्न पर न्याय और औचित्य की दृष्टि से विचार होना कितना कठिन है। कोरिया और काश्मीर के मामलों में संयुक्त राष्ट्र संघ ने कितना भिन्न रवैया अख्तियार किया है, यह देखकर आश्चर्य हुए बिना नहीं रहा जा सकता। कोरिया में आक्रमणकारी को आक्रमणकारी घोषित करने में तनिक भी विलम्ब नहीं किया जाता और आक्रमण का प्रतिकार करने के लिए संयुक्त राष्ट्र संघ की ओर से तुरन्त जल, थल और हवाई सेनायें भेज दी जाती हैं। काश्मीर पर पाकिस्तान ने आक्रमण किया और संयुक्त राष्ट्र संघ के प्रतिनिधि सर ओवन डिक्सन ने स्वयं इस तथ्य को स्वीकार किया है, किन्तु सुरक्षा परिषद् इस सच्चाई को स्वीकार करने तक से बराबर कन्नी काट रही है। काश्मीर में आक्रमण का प्रतिकार करने के लिए संयुक्त राष्ट्र संघ की ओर से किसी कदम के उठाये जाने की तो कभी कल्पना ही नहीं की गयी। आक्रमणकारी और आक्रान्त दोनों को तराजू के समान पलड़ों पर तोलने की कोशिश की जा रही है। दोनों के प्रति सद्भावना के लच्छेदार उद्‌गार प्रकट किये जा रहे हैं और निष्पक्षता का आडम्बर किया जा रहा है। किन्तु साधारण समझ रखने वाले व्यक्ति को भी यह अनुभव हुए बिना नहीं रहता कि लेकसक्सेस में काश्मीर के बारे में सत्ता की राजनीति का खेल खेला जा रहा है।

संयुक्त राष्ट्र संघ के कुछ बड़े राष्ट्रों को पाकिस्तान को खुश करने में फायदा दिखाई देता है, इसलिए वे उसे आड़े-टेढ़े तरीकों से तुष्ट करने की कोशिश करते हैं। काश्मीर के बारे में एंग्लो-अमरीकी प्रस्ताव उसी कोटि का एक नया प्रयास है।

There is no hope that India will accept the Anglo-American resolution presented in the Security Council regarding Kashmir. We cannot say anything about Pakistan. Although Pakistan’s Foreign Minister, Mr. Zafarullah, has expressed disappointment with this resolution, it certainly supports Pakistan’s position, and therefore, it would not be surprising if Pakistan, after a brief hesitation, accepts it.

The Anglo-American resolution has once again proven how difficult it is to consider any issue in the Security Council with a view to justice and fairness. One cannot help but be surprised by the different attitudes adopted by the United Nations in the matters of Korea and Kashmir. In Korea, there is no delay in declaring the aggressor an aggressor, and the United Nations immediately dispatches naval, land, and air forces to repel the aggression. Pakistan invaded Kashmir, and the UN representative, Sir Owen Dixon, himself acknowledged this fact. Yet, the Security Council continues to shy away from even acknowledging this truth. The UN has never even considered taking any action to retaliate for the aggression in Kashmir. An attempt is being made to weigh both the aggressor and the aggressed on the same scale. Empty expressions of goodwill are expressed toward both, and a pretense of impartiality is maintained. But even a person with common sense cannot help but sense that a game of power politics is being played out in the context of Kashmir.

Some major UN nations see benefit in appeasing Pakistan, so they attempt to appease it through various means. The Anglo-American proposal on Kashmir is a new attempt in the same vein.
