भारत पर असर डालेंगे बांग्लादेश के नतीजे

कल, यानी 12 फरवरी को बांग्लादेश में आम चुनाव होने जा रहा है। इस पर दुनिया भर की निगाहें टिकी हैं। इसकी वजह यह नहीं है कि चुनाव परिणाम किसके पक्ष में जाता है, बल्कि इस नाते कि बांग्लादेश इस मतदान के बाद किस राह पर बढ़ने वाला है? कहने के लिए तो यही कहा जा रहा है कि भारत पर इसका बहुत प्रभाव नहीं पड़ेगा, लेकिन भू-राजनीति को देखें, तो यहां का चुनाव नतीजा नई दिल्ली को जरूर प्रभावित करेगा।

पाकिस्तान और बांग्लादेश हमारे ऐसे पड़ोसी हैं, जो 1947 से पूर्व भारत का ही हिस्सा थे। बांग्लादेश की संस्कृति और हमारे देश के पश्चिम बंगाल व पूर्वोत्तर के कुछ हिस्सों की संस्कृति में कोई खास अंतर नहीं दिखता है। यही कारण है कि बांग्लादेशी घुसपैठियों का मुद्दा भारत के संसदीय चुनाव या पूर्वोत्तर के विधानसभा चुनावों में अहम बन जाता है। इस बार चिंता इसलिए ज्यादा हो रही है, क्योंकि बांग्लादेश में आम चुनाव उथल-पुथल भरे माहौल में होने जा रहा है। स्थिति यह है कि वहां की एक प्रमुख पार्टी अवामी लीग के चुनाव लड़ने पर प्रतिबंध लगा दिया गया है। इसका अर्थ है कि आम चुनाव से भारत को किसी प्रकार की उम्मीद नहीं पालनी चाहिए, क्योंकि अवामी लीग ही वह पार्टी थी, जो भारत-हितैषी रुख रखती थी।

इसके उलट, बांग्लादेश नेशनलिस्ट पार्टी का रवैया कुछ हद तक कट्टरवादियों के पक्ष में रहा है। हालांकि, यहां हमारी तरफ से भी कुछ चूक हुई है, खासकर कूटनीति के मोर्चे पर। आखिर हम अपने पड़ोसी देश पर वैसा प्रभाव क्यों नहीं जमा पाते, जिस तरह चीन करता है? बांग्लादेश पर भी – उसका प्रभाव साफ-साफ दिख रहा है। यह सवाल इसलिए अधिक महत्वपूर्ण है, क्योंकि बांग्लादेश के निर्माण में भारत का सहयोग किसी से छिपा हुआ नहीं है। भारतीय सेना व तत्कालीन प्रधानमंत्री इंदिरा गांधी की रणनीतिक सोच का ही नतीजा था कि पाकिस्तान के टुकड़े हुए व सन् 1971 में बांग्लादेश का उदय हो सका, लेकिन आज आलम यह है कि वह हमें आंख दिखाने से बाज नहीं आ रहा।

बहरहाल, यह चुनाव पहले ही लोकतांत्रिक मूल्यों और मानकों से अलग हो गया है। डर यही है कि कहीं छात्र आंदोलन से निकली पार्टी या कट्टरतावादी जमातें न सत्ता पर काबिज हो जाएं। अगर ऐसा होता है, तो न सिर्फ भारत के लिए, बल्कि संपूर्ण दक्षिण एशिया के लिए चुनाव नतीजा चिंता का कारण बन जाएगा। यह खुद बांग्लादेश के हित में भी नहीं होगा। लिहाजा, इस बार के चुनाव में बांग्लादेशी मतदाताओं को कहीं अधिक गंभीरता दिखानी होगी। उन्हें ही तय करना है कि वे अपने देश को कहां ले जाना चाहते हैं?

Tomorrow, February 12th, Bangladesh will hold a general election. The world is watching the election, not because of who wins, but because of the path Bangladesh will take after this vote. It’s being said that it won’t have much impact on India, but from a geopolitical perspective, the election results will certainly impact New Delhi.

Pakistan and Bangladesh are our neighbors, which were part of India before 1947. There’s no significant difference between Bangladesh’s culture and that of West Bengal and parts of our country’s Northeast. This is why the issue of Bangladeshi infiltration becomes crucial in India’s parliamentary elections and the assembly elections in the Northeast. This time, the concern is heightened because the general elections in Bangladesh are being held amid turbulent circumstances. The situation is such that the Awami League, a major party there, has been banned from contesting elections. This means that India should not pin any hopes on the general elections, as the Awami League was the only party that held a pro-India stance.

In contrast, the Bangladesh Nationalist Party’s stance has been somewhat biased toward the extremists. However, we have also made some mistakes here, especially on the diplomatic front. Why can’t we exert the same influence on our neighbor as China does? Its influence is clearly visible in Bangladesh as well. This question is all the more important because India’s contribution to the creation of Bangladesh is no secret. It was the strategic thinking of the Indian Army and then-Prime Minister Indira Gandhi that led to the disintegration of Pakistan and the emergence of Bangladesh in 1971, but today, it is refusing to stop challenging us.

In any case, this election has already departed from democratic values ​​and standards. The fear is that a party born out of the student movement or radical groups may seize power. If this happens, the election results will be a cause for concern not only for India but for the entire South Asia. It will also be in the interest of Bangladesh itself. Therefore, Bangladeshi voters will have to take this election with even greater seriousness. They must decide where they want to take their country.
