India Becoming Self-reliant in Pulse Production

दलहन उत्पादन में आत्मनिर्भर बनता भारत

यह कोई छिया सत्य नहीं है कि विश्व में दालों का सबसे बड़ा उत्पादक देश भारत है। यहां करीब 280 लाख टन दलहन का उत्पादन होता है, जो वैश्विक उत्पादन का करीब 25 फीसदी है। जिस तरह से भारत दाल के उत्पादन में आगे बढ़ रहा है, उसी का नतीजा है कि अब सरकार ने दलहन में ‘आत्मनिर्भरता मिशन’ की शुरुआत की है, ताकि 2030-31 तक दालों का उत्पादन 350 लाख टन किया जा सके। ऐसा करना इसलिए भी जरूरी है, क्योंकि हम दालों के बड़े उपभोक्ता भी हैं। इतना ही नहीं, न्यूनतम समर्थन मूल्य, यानी एमएसपी पर शत-प्रतिशत खरीदारी सुनिश्चित करने पर भी सरकार जोर दे रही है, ताकि आयात पर निर्भरता कम हो। दालों की सरकारी खरीद का गणित जो नहीं जानते, उनको बता दूं कि देश में पहले गेहूं और धान की खरीद तो एमएसपी पर होती थी, लेकिन दलहन व तिलहन के लिए ऐसी व्यवस्था नहीं थी, पर केंद्र सरकार ने किसानों को आय समर्थन देने के लिए दलहन व तिलहन को एमएसपी पर खरीदने की व्यवस्था की। नतीजतन, बीते आठ वर्षों में दलहन की 75 फीसदी तक उपज़ सरकारी मूल्यों पर खरीदी जा रही है, जिसका लाभ किसान पा रहे हैं।

में आत्मनिर्भरता मिशन की शुरुआत की। सरकारों का यह समझना भी सुखद है कि दालें केवल कृषि उत्पाद नहीं हैं, बल्कि पोषण सुरक्षा, मृदा स्वास्थ्य और ग्रामीण आजीविका की आधार भी हैं। इसी के मद्देनजर प्रधानमंत्री नरेंद्र मोदी ने 11 अक्तूबर, 2025 को 11,440 करोड़ रुपये के बजटीय आवंटन के साथ दलहन इसका लक्ष्य दाल उत्पादन बढ़ाने के साथ साथ खेती के क्षेत्र को 310 लाख हेक्टेयर तक बढ़ाना भी है। इसका एक मकसद यह भी है कि चार वर्षों तक एमएसपी पर तुअर, उड़द और मसूर की शत-प्रतिशत खरीद सुनिश्चित हो। इसके लिए किसानों के बीच कुल 88 लाख निःशुल्क बीज किट और 126 लाख क्विंटल प्रमाणित बीज बांटने की व्यवस्था की गई है। यह सब इसीलिए किया जा रहा है, क्योंकि सरकारें दाल उत्पादन की जरूरत और किसानों की आवश्यकता, दोनों को बखूबी समझ रही हैं। यह आत्मनिर्भर बनने की दिशा में बढ़ते भारत का संकेत है।

ऐसे में, यह कहना गलत होगा कि दालों के उत्पादन पर पर्याप्त ध्यान नहीं दिया जा रहा। अलबत्ता, पहले से कहीं अधिक गंभीरता दिख रही है। उम्मीद यही है कि जिस तरह से काम किए जा रहे हैं, जल्द ही हम दलहन के मामले में पूरी तरह से आत्मनिर्भर हो जाएंगे। इससे न सिर्फ किसानों को लाभ मिलेगा, बल्कि आम आदमी के पोषण पर भी इसका सकारात्मक असर पड़ेगा।

It’s no secret that India is the world’s largest producer of pulses. It produces approximately 28 million tons of pulses, accounting for about 25% of global production. As a result of India’s progress in pulse production, the government has launched a “Self-Reliance Mission” in pulses, aiming to increase pulse production to 35 million tons by 2030-31. This is crucial because India is also a major consumer of pulses. Furthermore, the government is also emphasizing ensuring 100% procurement at the Minimum Support Price (MSP), reducing dependence on imports. For those unfamiliar with the government’s pulse procurement system, let me remind you that wheat and paddy were previously procured at the Minimum Support Price (MSP), but such a system did not exist for pulses and oilseeds. However, the central government, in order to provide income support to farmers, instituted the MSP (Minimum Support Price) procurement of pulses and oilseeds. As a result, over the past eight years, up to 75% of pulses production has been procured at government prices, benefiting farmers.

The Self-Reliance Mission was launched in 2015. It is heartening that governments recognize that pulses are not just agricultural products, but also the foundation of nutritional security, soil health, and rural livelihoods. In light of this, Prime Minister Narendra Modi announced the Pulses Mission on October 11, 2025, with a budgetary allocation of ₹11,440 crore. The goal is to increase pulse production and expand the cultivated area to 31 million hectares. One of its objectives is to ensure 100% procurement of tur, urad, and masoor at MSP for four years. To this end, arrangements have been made to distribute a total of 8.8 million free seed kits and 12.6 million quintals of certified seeds to farmers. This is being done because governments fully understand both the need for pulse production and the needs of farmers. This is a sign of India moving towards self-reliance.

In such a situation, it would be wrong to say that pulse production is not receiving adequate attention. However, there seems to be more seriousness than ever before. It is hoped that with the current pace of work, we will soon become completely self-sufficient in pulses. This will not only benefit farmers but will also have a positive impact on the nutrition of the common man.
