Opposition should not disrupt the Parliament session

संसद सत्र को हंगामेदार न बनाए विपक्ष

संसद के शीतकालीन सत्र की शुरुआत हो चुकी है और कयास लगाए जा रहे हैं कि यह सत्र भी विपक्षी दलों के हंगामे की भेंट चढ़ सकता है। ऐसा होता हुआ दिख भी रहा है। इस बार गतिरोध का मुख्य मुद्दा रहेगा एसआईआर। चुनाव आयोग भले ही चुनाव की शुचिता बनाए रखने के लिए यह प्रक्रिया कर रहा हो, लेकिन विपक्ष को इसके पर तरीके पर ऐतराज है। पश्चिम बंगाल की मुख्यमंत्री तो काफी आक्रामक हो गई हैं और चुनाव आयोग को लगातार घेर रही हैं। यह जानते हुए भी कि चुनाव आयोग का कोई प्रतिनिधि संसदीय बहस में शामिल नहीं हो सकता, इस मुद्दे पर संसद की कार्यवाही को ठप करना उचित नहीं जान पड़ता। अगर विपक्ष को इस प्रक्रिया को बंद करवाना ही है, तो उसे अदालत पर विश्वास करना चाहिए। संसद ठप करवाकर आम जनता की मेहनत की कमाई को बर्बाद करना किसी राजनीतिक दल को शोभा नहीं देगा। संदेह ही है। रविवार को ही सर्वदलीय हालांकि, विपक्ष इसे समझेगा, इस पर बैठक में जिस तरह से एसआईआर का मुद्दा हावी रहा, उसके साफ संकेत समझे जा सकते हैं। भले ही उस बैठक में रक्षा मंत्री राजनाथ सिंह ने विपक्ष से सहयोग करने की गुजारिश की या सोमवार को खुद प्रधानमंत्री नरेंद्र मोदी ने विपक्ष को पराजय की पीड़ा से निकलने की सलाह दी, मगर ऐसा नहीं लगता कि विपक्ष कोई सबक ले सकेगा। उसे तो बस संसद में हो-हंगामे से मतलब है। मीडिया में विपक्षी नेता खूब बातें बनाते हैं। कहते रहते हैं कि सरकार मुद्दों पर चर्चा नहीं कराना चाहती, बचना चाहती है, लेकिन जब उनको मौका मिलता है, तब चर्चा से बचते हुए वे हंगामे का रास्ता अपनाते हैं। आंकड़े बताते हैं कि संसद चलाने में प्रति मिनट 2.5 लाख रुपये खर्च होते हैं। इसका अर्थ है कि अगर

सदन एक दिन भी स्थगित होता है या उसकी कार्यवाही हंगामे की भेंट चढ़ती है, तो आम जनता के करोड़ों रुपये बर्बाद हो जाते हैं। इसका ध्यान विपक्ष के नेताओं को रखना चाहिए और बेवजह के हंगामे से बचते हुए सदन चलाने में उसे सत्ता पक्ष का जरूरी सहयोग करना चाहिए।

इन सबका यह अर्थ नहीं है कि उनको मुद्दे उठाने से रोका जा रहा है। वे अपनी बातें जरूर रखें, लेकिन सांविधानिक तरीके से। सदन चलने दें और यहां बहस की गरिमा बनाकर रखें। अगर बहस सार्थक होगी, तो जनता को ही फायदा होगा, क्योंकि तब जनहित के मुद्दों की ज्यादा चर्चा होगी। वैसे भी, सदन बहस करने की जगह है, विवाद करने की नहीं। इसलिए, विवाद से बचते हुए विपक्षी दल सार्थक बहस करें और सदन को चलाने में अपने कर्तव्य का निर्वहन करें।

The winter session of Parliament has begun, and speculation is rife that this session too could be marred by uproar from opposition parties. This appears to be the case. This time, the main issue of deadlock will be the SIR. While the Election Commission may be implementing this process to maintain the integrity of elections, the opposition objects to its methodology. The Chief Minister of West Bengal has become quite aggressive and is constantly attacking the Election Commission. Despite knowing that no representative of the Election Commission can participate in parliamentary debates, stalling Parliament over this issue seems inappropriate. If the opposition wants to stop this process, it should rely on the court. It would be unbecoming of any political party to stall Parliament and waste the hard-earned money of the common people. It is doubtful. However, the opposition will understand this only on Sunday. The way the SIR issue dominated the all-party meeting clearly indicates this. Even though Defense Minister Rajnath Singh urged the opposition to cooperate in that meeting, or Prime Minister Narendra Modi himself advised the opposition to overcome the pain of defeat on Monday, it doesn’t seem as if the opposition will learn any lessons. All they care about is creating chaos in Parliament. Opposition leaders make a lot of noise in the media, claiming that the government doesn’t want to discuss issues, trying to avoid them. But when they get the opportunity, they resort to chaos instead of avoiding discussion. Statistics show that running Parliament costs 2.5 lakh rupees per minute. This means that if the House is adjourned for even a day or its proceedings are disrupted by chaos, crores of rupees of the common people are wasted. Opposition leaders should keep this in mind and provide the necessary support to the ruling party in running the House while avoiding unnecessary chaos.

All this does not mean that they are being prevented from raising issues. They should express their views, but in a constitutional manner. Let the House function and maintain the dignity of debate. A meaningful debate will benefit the public, as issues of public interest will be more discussed. In any case, the House is a place for debate, not controversy. Therefore, the opposition should avoid controversy and engage in meaningful debate and fulfill its duty to ensure the House functions.
