Running the House is the Ruling Party’s Responsibility

सदन चलाना सत्ता पक्ष की जिम्मेदारी

संसद का शीतकालीन सत्र शुरू हो चुका है और आरोप लगाया जा रहा है कि विपक्ष सदन चलने ही नहीं देना चाहता, वह तो सिर्फ हंगामे करेगा, लेकिन क्या विपक्ष सरकार की नीतियों का विरोध न करे ? यदि सत्ता पक्ष ऐसा कोई बिल सत्र में लेकर आती है, जो आमजन के लिए लाभदायक कम और हानिकारक ज्यादा हो, तो उसका विरोध विपक्ष करेगा कि नहीं? दुनिया के सबसे बड़े लोकतंत्र में विपक्ष की महत्वपूर्ण भूमिका है, यह बात सबको समझ लेनी चाहिए। अन्यथा, संसद में विधेयक मनमाने तरीके से पास किए जा सकते हैं। अपने देश में होता यह है कि जब भी संसद में किसी मुद्दे को लेकर हो-हल्ला मचता है, तो ठीकरा हमेशा विपक्ष के सिर पर फोड़ दिया जाता है, जबकि संसद को ठीक से चलाना सत्ता पक्ष की जिम्मेदारी होती है। आखिर हम ऐसा क्यों नहीं मानना चाहते कि जो भी बिल संसद में पेश होता है, सभी अच्छा नहीं होता। उनमें भी खामियां हो सकती हैं। विपक्ष इन्हीं खामियों को बताने का काम करता है, जिसे ‘हंगामे’ का नाम दे दिया जाता है। संसद बेशक कानून बनाने का केंद्र है, पर सत्ता पक्ष द्वारा लचीला रुख न अपनाने की वजह से यह नकारात्मक राजनीति का अखाड़ा बनता जा रहा है। इसके लिए सिर्फ विपक्ष दोषी नहीं है, बल्कि हम्माम में सभी दल नंगे नजर आते हैं। इसलिए, विपक्ष के सवालों से सत्ता पक्ष भागे नहीं, बल्कि उसके साथ सार्थक बहस करे।

किसी भी स्वस्थ लोकतंत्र में विपक्ष सत्ता पक्ष को आईना दिखाने का काम करता है। अपने देश में भी यही हो रहा है। विपक्ष को हंगामा तभी करना पड़ता है, जब पानी सिर से ऊपर गुजर चुका होता है, यानी सत्ता पक्ष उसकी बातों को अनसुना करता रहता है। जब विपक्षी नेताओं को लगता है कि उनकी बात नहीं सुनी जा रही, तो वे जोर-आजमाइश करते हैं, ताकि इसी बहाने उनके मुद्दों को सुर्खियां मिल सके और सत्ता पक्ष पर दबाव बन सके। इस तरह से हंगामा करना सत्ता पक्ष पर दबाव बनाने का जरूरी हथियार है। लिहाजा, विपक्ष पर आरोप लगाने से बचना चाहिए। यदि संसद में टकराव की स्थिति बनती है, तो कहीं न कहीं इसके पीछे सत्ता पक्ष जिम्मेदार होता है। वह दौर बीत गया, जब प्रमोद महाजन जैसे नेता तनाव के गहरे क्षणों में भी सदन आसानी से चलवा लिया करते थे। अब तो ‘एक-दूसरे को देख लेने’ की हद तक धमकाया जाता है, जिसका नकारात्मक असर सदन की व्यवस्था पर पड़ता है। अगर सत्ता पक्ष संजीदगी दिखाए, तो सदन आसानी से चलाया जा सकता है।

The winter session of Parliament has begun, and allegations are being made that the opposition simply doesn’t want the House to function, only to create a ruckus. But shouldn’t the opposition oppose the government’s policies? If the ruling party introduces a bill in the session that is more harmful than beneficial to the common people, will the opposition oppose it? Everyone should understand the important role of the opposition in the world’s largest democracy. Otherwise, bills can be passed arbitrarily in Parliament. In our country, whenever there’s an uproar in Parliament over any issue, the blame is always placed on the opposition, while it is the ruling party’s responsibility to run Parliament properly. Why don’t we accept that not all bills introduced in Parliament are good. They too can have flaws? The opposition points out these flaws, which are then labeled as “ruckus.” Parliament is undoubtedly the center of lawmaking, but due to the ruling party’s lack of flexibility, it is becoming a hotbed of negative politics. The opposition is not solely to blame for this; all parties are exposed in the ghastly atmosphere. Therefore, the ruling party should not shy away from the opposition’s questions, but instead engage in meaningful debate.

In any healthy democracy, the opposition serves as a mirror to the ruling party. This is also happening in our country. The opposition resorts to uproar only when the situation has reached its head, meaning the ruling party continues to ignore its concerns. When opposition leaders feel they are not being heard, they resort to forceful maneuvers to gain attention and gain attention for their issues and put pressure on the ruling party. Such uproar is a vital tool to pressure the ruling party. Therefore, one should refrain from blaming the opposition. If a confrontation arises in Parliament, the ruling party is somehow responsible for it. The era when leaders like Pramod Mahajan could easily manage the House even during moments of intense tension is long gone. Now, threats are used to the point of “seeing each other,” which negatively impacts the House’s order. If the ruling party shows seriousness, the House can function smoothly.
