जागीरदारों के अधिकार

राजस्थान की रियासतों के एकीकरण की प्रक्रिया एक से अधिक मंजिल में पूरी हुई है। पहला संयुक्त राजस्थान जो अस्तित्व में आया, उसमें जयपुर, जोधपुर और बीकानेर की बड़ी रियासतों का समावेश नहीं हुआ था। धौलपुर, करौली, अलवर और भरतपुर रियासतों को मिलाकर मत्स्य राज्य संघम संगठित किया गया था। प्रथम संयुक्त राजस्थान में शामिल होने वाली सबसे बड़ी रियासत उदयपुर थी और इसलिए उसकी राजधानी उदयपुर में ही रखी गयीं और उसका शासन चलाने के लिए श्री माणिक्यलाल वर्मा के नेतृत्व में एक लोकप्रिय मंत्रिमंडल का निर्माण किया गया। प्रथम संयुक्त राजस्थान के इस लोकप्रिय मंत्रिमंडल ने अपने कार्यकाल में एक ऐसा काम किया था, जिसकी उस समय राज्य के भीतर और बाहर काफी प्रशंसा की गयी थी। उसने सन् 1948 में जागीरदारों के अधिकार रद्द करने के लिए एक आर्डिनेंस जारी करवाया और तत्कालीन राजस्थान में सर्वत्र इस कानून के मातहत जागीरदारों के अधिकार राजस्थान सरकार ने अपने हाथों में ले लिये। राजस्थान सरकार ने इस प्रकार जागीरदारों के अधिकार अपने हाथ में लेकर जागीरी जनता के सदियों से चले आ रहे उत्पीड़न और शोषण को समाप्त कर दिया था और इसलिए स्वभावतः उसने प्रसन्नता का अनुभव किया और संतोष की सांस ली। जागीरदारों के अत्याचारों से मुक्त होने के लिए जागीरों की जनता एक लम्बे समय से संघर्ष करती आ रही थी।

लोक-प्रतिनिधियों के हाथों में सत्ता आते ही उसका यह संघर्ष सफलं हुआ और जागीरदारों के हाथों में जो शोषण और उत्पीड़न की सत्ता थी, वह छीन सी गयी। जनता की दृष्टि से तत्कालीन राजस्थान सरकार का यह प्रगतिशील कदम था, जिसने उसकी लोकप्रियता को बढ़ा दिया था। बाद में बड़े राजस्थान का निर्माण हुआ। जयपुर, जोधपुर और बीकानेर की रियासतों को उसमें शामिल कर दिया गया। बड़े राजस्थान की इस नयी व्यवस्था में भी प्रथम संयुक्त राजस्थान की सीमाओं में अब तक जागीरदारी अधिकार रद्द करने संबंधी सन् 1948 के आर्डिनेंस पर अमल होता रहा और उसमें किसी किस्म की दिक्कत पेश नहीं आयी। किन्तु अब राजस्थान सरकार ने जागीरदारों के छिने हुए अधिकांश अधिकार जागीरदारों को वापस सौंप दिये हैं।

The process of unification of Rajasthan’s princely states has been completed in more than one stage. The first United Rajasthan that came into existence did not include the major princely states of Jaipur, Jodhpur, and Bikaner. The Matsya Rajya Sangham was formed by combining the princely states of Dholpur, Karauli, Alwar, and Bharatpur. Udaipur was the largest princely state to be included in the first United Rajasthan, and therefore, its capital was kept in Udaipur. To govern it, a popular cabinet was formed under the leadership of Shri Manikyalal Verma. This popular cabinet of the first United Rajasthan accomplished a feat that was widely praised both within and outside the state. In 1948, it issued an ordinance abolishing the rights of Jagirdars, and under this law, the Rajasthan government assumed the rights of Jagirdars throughout the then Rajasthan. By taking over the rights of the Jagirdars, the Rajasthan government had ended the centuries-long oppression and exploitation of the Jagirdar people, and so naturally, they felt joy and a sigh of satisfaction. The Jagirdar people had been struggling for a long time to free themselves from the tyranny of the Jagirdars.

With the public representatives taking power, their struggle was successful, and the Jagirdars’ power of exploitation and oppression was taken away. From the public’s perspective, this was a progressive step by the then Rajasthan government, which increased its popularity. Later, Greater Rajasthan was created, incorporating the princely states of Jaipur, Jodhpur, and Bikaner. Even under this new arrangement of Greater Rajasthan, the 1948 ordinance abolishing Jagirdari rights within the boundaries of the former United Rajasthan continued to be implemented without any problems. However, now the Rajasthan government has restored most of the rights taken away from the Jagirdars.
