स्टालिन की भेंट

विश्व के राजनीतिज्ञों में रूस के प्रधानमंत्री मार्शल स्टालिन एक ऐसे व्यक्ति हैं, जो सार्वजनिक रूप से बहुत कम बोलते हैं। अमरीकी राष्ट्रपति श्री ट्रमन, परराष्ट्र मंत्री श्री अचेसन और ब्रिटिश प्रधानमंत्री श्री एटली आदि के वक्तव्य हमको अक्सर पढ़ने को मिलते हैं, किन्तु मार्शल स्टालिन के विषय में यह बात नहीं कही जा सकती। जिम्मेदार राजपुरुषों के लिए वाचालता गुण हैं अथवा मौन, इस विषय में दो मत हो सकते हैं, किन्तु इस बात से इनकार नहीं किया जा सकता कि जिम्मेदार राजनीतिज्ञों के उद्‌गारों की व्यापक प्रतिक्रिया होती है और इसलिए यदि वे बोलने में संयम से काम लें, तो मौजूदा बिगड़ी हुई राजनीतिक परिस्थिति में लाभदायक ही होगा। कुछ दिनों पहले अमरीका के राष्ट्रपति श्री ट्रमन ने अपने एक भाषण में रूस के प्रधानमंत्री मार्शल स्टालिन के प्रति अत्यन्त कठोर शब्दों का इस्तेमाल किया था। यह कूटनीतिक शिष्टाचार रहा है कि एक राष्ट्र का प्रधान दूसरे राष्ट्र के प्रधान राजपुरुष के बारे में कठोर शब्दों का प्रयोग नहीं करता। इस उदाहरण में बहुतों ने अनुभव किया कि सामान्य कूटनीतिक शिष्टाचार का भी उल्लंघन कर दिया गया है।

इस समय संसार के राष्ट्र मुख्यतः दो गुटों में विभक्त हो गये हैं। मोटे तौर पर एक रूसी गुट है और दूसरा अमरीकी। भारत जैसे कुछ राष्ट्र ऐसे भी हैं, जिन्होंने अपने को इस गुटबन्दी से अलग रखा है। किन्तु ऐसे राष्ट्रों की संख्या अंगुलियों पर गिनी जा सकती है। राष्ट्रों के दोनों गुटों की यह कोशिश है कि वे अपने को शांति का पक्षपाती सिद्ध करें। आगे होकर कोई अपने सिर पर यह आरोप झेलने को तैयार नहीं कि वह युद्ध करना चाहता है। फिर भी दुनिया एक नये युद्ध के निकट खिसकती जा रही है। हरेक गुट दूसरे के खिलाफ युद्ध की तैयारियां करने के आरोप लगाता है और यह कहता है कि वह केवल आक्रमण से बचाव करने की तैयारी करने को बाध्य हुआ है। प्रचार के इस युग में सामान्य जन के लिए यह मालूम करना कठिन हो गया है कि सचमुच में कौन शान्ति का इच्छुक है। अमरीका और उसके साथियों का कहना है कि उन्होंने द्वितीय महायुद्ध के बाद अपनी फौजों की संख्या काफी घटा दी थी, जबकि रूस अपने विशाल सैन्य को कायम रखे हुए है। वे इसमें अपने लिए खतरा समझते हैं और उस खतरे का सामना करने के लिए अपने को तैयार रखना चाहते हैं।

Among world politicians, Russian Prime Minister Marshal Stalin is a figure who rarely speaks publicly. We often read the statements of US President Truman, Foreign Minister Mr. Acheson, and British Prime Minister Mr. Attlee, among others, but the same cannot be said of Marshal Stalin. There may be disagreement about whether talkativeness or silence is a virtue for responsible politicians, but it cannot be denied that the utterances of responsible politicians have a widespread impact, and therefore, exercising restraint in their speech would be beneficial in the current troubled political situation. A few days ago, US President Truman used extremely harsh words against Russian Prime Minister Marshal Stalin in a speech. It is diplomatic etiquette that the head of one nation refrains from using harsh words against the head of another nation. In this instance, many felt that even normal diplomatic etiquette had been violated.

At present, the nations of the world are divided into two main factions. Broadly speaking, there is a Russian bloc and an American bloc. There are some nations, like India, that have kept themselves separate from this bloc. But the number of such nations can be counted on fingers. Both blocs of nations are trying to prove themselves advocates for peace. No one is willing to take the lead and face the accusation of wanting war. Yet, the world is moving closer to a new war. Each bloc accuses the other of preparing for war and claims it is forced to prepare only to defend against aggression. In this age of propaganda, it has become difficult for the general public to know who truly desires peace. The US and its allies claim to have significantly reduced their military strength after World War II, while Russia maintains its massive military. They perceive this as a threat and want to prepare to face that threat.
