ट्रमन मेकार्थर वार्ता

अमरीका के राष्ट्रपति श्री ट्रमन जनरल मेकार्थर से मिलने के लिए जा रहे हैं। इस मुलाकात के लिए उन्होंने छः सात हजार मील की यात्रा करने का निश्चय किया है। मुलाकात ठीक किस जगह होगी, यह अभी गुप्त रखा गया है। सुरक्षा के ख्याल से ऐसा करना आवश्यक समझा गया होगा। किन्तु अनुमान यह किया जा रहा है कि सम्भवतः यह मुलाकात वेक द्वीप के आस-पास होगी। दोनों मुलाकातियों की पार्टी काफी लम्बी-चौड़ी होगी और चूंकि वेक द्वीप पर उसके लिए आवश्यक सुविधायें सुलभ नहीं हैं, इसलिए सम्भवतः अमरीकी युद्धपोत मिस्सूरी पर यह मुलाकात हो। वह 45,000 टन का युद्धपोत है और इसी पर जनरल मेकार्थर ने टोकियो की खाड़ी में जापान के आत्मसमर्पण पत्रक पर हस्ताक्षर किये थे। ट्रमन-मेकार्थर वार्ता को काफी महत्व दिया गया है। ट्रमन का मेकार्थर से इस प्रकार मिलने के लिए जाना असाधारण घटना है। यह मुलाकात द्वितीय महायुद्ध काल की स्टालिन-चर्चिल-रूजवेल्ट मुलाकातों कीं याद दिलाती है।

इस समय कोरिया युद्ध के कारण प्रशान्त क्षेत्र की समस्याओं ने असाधारण महत्व धारण कर लिया है। अमरीका अटलांटिक और प्रशान्त दोनों ही क्षेत्रों की समस्याओं में न्यूनाधिक दिलचस्पी रखता है। किन्तु घटनाओं का दबाव जिस ओर अधिक बढ़ जाता है, उसी ओर उसको अधिक ध्यान देना पड़ता है। प्रशांत क्षेत्र में परिस्थिति काफी विस्फोटक बन गई है। कोरिया में जब युद्ध शुरू हुआ और अमरीका ने उसमें हस्तक्षेप करने का निर्णय किया, तो विश्व-युद्ध भड़क उठने का खतरा था। वह खतरा अभी बिल्कुल टल नहीं गया है। संयुक्त राष्ट्रीय सेनायें उत्तरी कोरिया में आगे बढ़ रही हैं, और यह प्रश्न तय करने का समय है कि उन्हें किस हद तक आगे बढ़ते जाना चाहिए। उत्तरी कोरिया में आगे चलकर चीन और रूस की सीमायें मिलती हैं। रूस-कोरिया की सीमा तो करीब 20 ही मील लम्बी है, किन्तु चीन-कोरिया की सीमा करीब पांच सौ मील की लम्बाई में फैली हुई है। चीन कोरिया-युद्ध के दरमियान एक से अधिक बार यह शिकायत कर चुका है कि अमरीकी वायुयानों ने चीन की सीमा पर बम गिराकर उसकी प्रादेशिकता को खण्डित किया है। जब थल-फौजें चीन और रूस की सीमाओं पर पहुंच जायेंगी, तब प्रत्यक्ष संघर्ष की सम्भावना और भी बढ़ जायेगी।

US President Mr. Truman is traveling to meet General MacArthur. He has decided to travel six to seven thousand miles for this meeting. The exact location of the meeting is being kept secret. It may have been deemed necessary for security reasons. However, it is anticipated that the meeting will likely take place near Wake Island. The two visiting parties will be quite large, and since Wake Island lacks the necessary facilities, the meeting will likely take place aboard the US battleship Missouri. This 45,000-ton battleship is the one on which General MacArthur signed Japan’s surrender document in Tokyo Bay. The Truman-MacArthur talks have been given great importance. Truman’s visit to meet with MacArthur in this manner is an extraordinary event. This meeting is reminiscent of the Stalin-Churchill-Roosevelt meetings of World War II.

Currently, due to the Korean War, the problems of the Pacific region have assumed extraordinary importance. The United States is more or less interested in the problems of both the Atlantic and Pacific regions. However, it pays more attention to the side where the pressure of events is greater. The situation in the Pacific has become quite explosive. When the Korean War broke out and the United States decided to intervene, there was a danger of a world war breaking out. That danger has not yet completely passed. The United Nations forces are advancing into North Korea, and it is time to decide how far they should advance. Further into North Korea, the borders of China and Russia meet. The Russia-Korea border is only about 20 miles long, but the China-Korea border stretches for nearly 500 miles. China complained more than once during the Korean War that American aircraft had bombed the Chinese territory and violated its territorial integrity. When ground forces reach the borders of China and Russia, the possibility of direct conflict will increase further.
