पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने देर रात छात्राओं को बाहर न निकलने को कहा, जो बिल्कुल सही है। हर मां अपनी बेटियों को यही सिखाती है कि वे देर रात घर से बाहर न निकलें। हमेशा से यह कहा जाता रहा है कि अच्छे घर की लड़कियां देर रात बाहर नहीं जातीं। बागबान फिल्म को याद कीजिए, जिसमें किरदार निभाते हुए हेमा मालिनी कहती हैं कि लड़कियों के लिए जमाना कभी नहीं बदला। हम चाहे लाख विकास की और नई सोच की बातें कर लें, पर वास्तविकता यही है कि लड़कियों के लिए लोगों की सोच को बदल पाना कठिन है और उतना ही मुश्किल है आज के जमाने में इसे स्वीकार करना। निर्भया कांड भी देर रात की ही घटना थी। बच्चे अगर घर में रहते हैं, तो माता-पिता की बातों को मानते हैं और रात में बाहर निकलने से बचते हैं, लेकिन हॉस्टल में रहने वाले बच्चे कहीं- न-कहीं उन्मुक्त हो जाते हैं और उनके मन में ‘आजादी’ का ख्याल आता ही है, जिसके कारण ऐसी घटनाओं के घटने की आशंका बढ़ जाती है। मेरे कहने का मतलब यह नहीं है कि अगर किसी लड़की को जरूरी काम है, तो उसे बाहर नहीं निकलना चाहिए। वह निश्चय ही बाहर निकले, लेकिन अनावश्यक निकलने से बचे। इससे इस तरह के अपराध कम हो सकते हैं, क्योंकि आपराधिक तत्व अमूमन रात में ही निकलते हैं।

पश्चिम वंगाल की मुख्यमंत्री ममता बनर्जी ने आखिर गलत क्या कहा ? क्या हॉस्टल में रहने वाली छात्राओं को छात्रावास के नियमों का पालन नहीं करना चाहिए? क्या उनको बेमतलब देर रात बाहर निकलना चाहिए? निस्संदेह, सुरक्षा राज्य का मामला है और हर नागरिक को सुरक्षित रखना उसकी जिम्मेदारी, लेकिन नागरिकों को भी अपने कर्तव्य का पालन करना चाहिए। यह नागरिकों का मौलिक अधिकार है कि वे जहां चाहें, वहां जा सकते हैं, लेकिन हमारे देश में इतने पुलिसकर्मी नहीं हैं कि वे हर व्यक्ति की आवाजाही पर नजर रख सकें। ऐसे में, मख्यमंत्री का कहना अनुचित नहीं, क्योंकि सुरक्षा व्यवस्था की भी अपनी सीमा है। आखिर पुलिस अधिकारी हर घर के बाहर पहरा तो नहीं ही दे सकते। इसलिए, इसमें विवाद के बीज खोजने वाले वास्तव में जमीनी हकीकत से अनजान हैं। वे नहीं जानते कि भारत में सभी स‌दुरुष नहीं हैं। यहां ऐसे लोगों की भी कमी नहीं, जो आपराधिक मानसिकता के हैं। जाहिर है, इन लोगों से बचने का एक तरीका यही है कि हम खुद का ख्याल रखें। ममता बनर्जी यही कहना चाह रही थीं।
