समाज के हित में खर्च हों ये पैसे

हिमाचल उच्च न्यायालय ने अपने एक निर्देश में मंदिर की संपत्ति देवी-देवताओं के नाम किया है और सरकार द्वारा इसके किसी भी तरह के उपयोग पर रोक लगा दी है। कई बार हम धर्म को इतने संकीर्ण नजरिये से देखते हैं कि इस तरह के फैसलों का समर्थन करने लगते हैं, जबकि धर्म का असली मकसद मानवता की भलाई है। इसका अर्थ है कि धार्मिक कामों से जमा की गई रकम मानव कल्याण में ही खर्च की जानी चाहिए। मगर वास्तव में ऐसा नहीं हो पाता। वर्तमान में यदि सबसे ज्यादा धन कहीं है, तो मंदिरों के पास ही है। ये धन-दौलत मानव कल्याण के काम आ सकते हैं। इनसे कई अस्पताल, स्कूल और जन-कल्याण के संस्थान खड़े किए जा सकते हैं।

यह सब करना इसलिए भी जरूरी है, क्योंकि देश की एक बड़ी आबादी गरीबी से जूझ रही है। उनके बच्चे अच्छी शिक्षा से वंचित हैं और वे खुद भी बेहतर स्वास्थ्य सुविधाओं से दूर हैं। निजी स्कूल और निजी अस्तपाल इतने महंगे हैं कि देश की बड़ी आबादी इनका लाभ नहीं उठा पाती। हिमाचल, उत्तराखंड जैसे पहाड़ी राज्यों की हालत तो और भी खराब है। यहां सरकारों के पास आय के इतने साधन नहीं हैं कि वे अपने स्तर पर दुर्गम इलाकों में सारी सुविधाएं उपलब्ध करा सके। उत्तराखंड के धार्मिक स्थल हनोल का ही उदाहरण लीजिए। इस मंदिर में अथाह धन-दौलत और सोना-चांदी है, लेकिन बगल के एक कस्बे त्यूनी में स्वास्थ्य सुविधाओं की हालत यह है कि एक महिला का प्रसव सड़क पर ही हो गया। ऐसे कई उदाहरण हैं, जिनमें लोग अच्छे इलाज के अभाव में जान गंवा बैठे। विडंबना यह है कि पहाड़ी इलाकों के लोग भव्य मंदिर बना रहे हैं, चढ़ावा भी लाखों-करोड़ों में है, पर लोग मूलभूत सुविधाओं के लिए सरकार की तरफ टकटकी लगाए देखते रहते हैं। यही कारण है कि ज्यादातर मंदिरों की संपत्ति भ्रष्टाचार की भेंट चढ़ जाती है। इनकी प्रबंधन समितियों में कुछ सवर्ण जाति के लोग ही शामिल होते हैं, जो पुजारी से लेकर चौकीदार तक की नियुक्ति करते हैं और निर्माण संबंधी ठेके अपने सगे-संबंधियों में बांटते हैं। इन समितियों में बैठे लोग इतने ताकतवर होते हैं कि सरकारी अधिकारी भी इन पर किसी तरह की कार्रवाई करने से डरते हैं। कुल्लू दशहरा में एक तहसीलदार के साथ जिस तरह का दुर्व्यवहार मंदिर के कारिंदों ने किया, यह इस बात का ताजा उदाहरण है। जाहिर है, मंदिर की धन-दौलत ने बहुत से माफियाओं को जन्म दिया है। इनके निशाने पर जमीनें, दुकानें, धर्मशालाएं आदि सब हैं। सरकार का संपूर्ण नियंत्रण ही इन सबको रोक सकेगा।

In a directive, the Himachal High Court has transferred temple property to the deities and prohibited any use by the government. We often view religion so narrowly that we support such decisions, even though the true purpose of religion is the welfare of humanity. This implies that funds collected through religious activities should be spent solely on human welfare. However, this is not the case. Currently, if there is a significant amount of wealth anywhere, it is in the hands of temples. This wealth could be used for human welfare. Numerous hospitals, schools, and public welfare institutions could be established with it.

This is essential because a large population of the country is struggling with poverty. Their children are deprived of good education, and they themselves lack access to better healthcare. Private schools and hospitals are so expensive that a significant portion of the country cannot afford them. The situation is even worse in hilly states like Himachal and Uttarakhand. Governments here lack sufficient income to provide all the necessary amenities in remote areas. Take the example of Hanol, a religious site in Uttarakhand. This temple is filled with immense wealth and gold and silver, but the state of healthcare facilities in the neighboring town of Tyuni is so dire that a woman gave birth on the street. There are numerous instances of people losing their lives due to lack of proper medical care. Ironically, people in the hilly areas are building magnificent temples, offering donations in the millions, yet they continue to look to the government for basic amenities. This is why most temple properties are lost to corruption. Their management committees are comprised of a few upper caste individuals, who appoint everyone from priests to watchmen and distribute construction contracts to their relatives. These committee members are so powerful that even government officials fear taking any action against them. The mistreatment of a tehsildar by temple officials during Kullu Dussehra is just the latest example of this. Clearly, the temple’s wealth has given rise to numerous mafias. Their targets are land, shops, dharamshalas, and other properties. Only complete government control can stop them.
