हिन्द-चीन की चिंता

यद्यपि कोरिया का युद्ध समाप्त होने को है, किन्तु एशिया में अभी शांति की आशा नजर नहीं आती। यह आशंका प्रकट की जाने लगी है कि कहीं चीन की उत्तरी सीमावर्ती प्रदेश की लड़ाई अपना स्थान छोड़ कर दक्षिणी सीमावर्ती प्रदेश में न आ जाये। वास्तव में हिन्द-चीन की स्थिति आज बहुत-कुछ इसी प्रकार की है। सगोन से सरकारी तौर पर घोषित किया गया है कि चीन की सीमा के साथ लगे हुए 60 मील लम्बे मोर्चे से फ्रांसीसी फौजों को पीछे हटना पड़ा है। उत्तरी हिन्द-चीन के चावल उत्पादक प्रदेश टौकिन की राजधानी हानोई में वियट-मिन्ह फौजों के एक भयंकर आक्रमण का सामना करने की तैयारी की जा रही है। इसमें सन्देह नहीं कि हिन्द-चीन में फ्रांसीसी फौजों के पांव उखड़ गये हैं। रूसी सेना के मुखपत्र ‘रेड स्टार’ का तो यह दावा है कि वियट-मिन्ह की ‘राष्ट्रीय स्वातंत्र्य सेना’ के नियंत्रण में देश का 90 प्रतिशत भाग है। समाचार पत्र का यह भी कहना है कि जबकि वियट-मिन्ह नियंत्रित प्रदेश की जनसंख्या 1 करोड़ 80 लाख है, फ्रांसीसी अधिकृत प्रदेश की आबादी केवल 20 लाख है। यद्यपि रूसी समाचार समिति के इस कथन में अतिशयोक्ति हो सकती है किहिन्द-चीन के युद्ध में 1,50,000 से अधिक फ्रांसीसी अफसर तथा सैनिक मारे गये है, किन्तु इसमें सन्देह नहीं कि स्थिति फ्रांसीसी अधिकारियों के हाथ से बाहर हो गई है। अब खुले तौर पर यह कहा जाने लगा है कि अमरीकी फौजी सहायता ही फ्रांस की हिन्द-चीन में रक्षा कर सकती है।

‘डेली एक्सप्रेस’ के पेरिस-स्थित संवाददाता का कहना है कि फ्रांस के संयुक्त राष्ट्र संघ से अपील करने पर ब्रिटेन तथा राष्ट्र मंडल के दूसरे देशों के जंगी जहाजों तथा हवाई सेना की टुकड़ियों को, जो कि इस समय कोरिया में लड़ रही, हिन्द-चीन भेजा जा सकता है। किन्तु प्रश्न यह है कि फ्रांस किस आधार पर संयुक्त राष्ट्र संघ से सहायता मांगे, क्योंकि अभी तक हिन्द-चीन के युद्ध को गृह-युद्ध ही समझा जाता रहा है…। संयुक्त राष्ट्र संघ से हस्तक्षेप की प्रार्थना उस हालत में की जा सकती है, जबकि चीनी सेनाएं खुले आम वियट-मिन्ह सेनाओं की मदद के लिए हिन्द-चीन में प्रवेश करें। फ्रांस के इस कथन मात्र से काम नहीं चलेगा कि वियट-मिन्ह सेनाओं को साम्यवादी चीन में प्रशिक्षित किया जा रहा है।

Although the Korean War is nearing its end, there is still no hope for peace in Asia. Fears are being expressed that the fighting in China’s northern borderlands may shift to its southern borderlands. Indeed, the situation in Indochina today is much the same. It has been officially announced from Saigon that French forces have been forced to retreat from a 60-mile-long front along the Chinese border. Hanoi, the capital of Tonkin, a rice-producing region in northern Indochina, is preparing to face a fierce attack by Viet Minh forces. There is no doubt that French forces have lost their foothold in Indochina. The Russian military’s mouthpiece, “Red Star,” claims that the Viet Minh’s “National Liberation Army” controls 90 percent of the country. The newspaper also states that while the Viet Minh-controlled territory has a population of 18 million, the French-occupied territory has a population of only 2 million. While the Russian News Agency’s statement that more than 150,000 French officers and soldiers were killed in the Indochina War may be an exaggeration, there is no doubt that the situation has gotten out of the hands of the French authorities. It is now being openly stated that only American military assistance can protect France in Indochina.

The Paris-based correspondent of the Daily Express says that if France appeals to the United Nations, warships and air units from Britain and other Commonwealth countries, currently fighting in Korea, could be sent to Indochina. But the question is on what basis should France seek UN assistance, since the Indochina War has so far been considered a civil war… The United Nations could only be requested to intervene if Chinese forces openly entered Indochina to aid the Viet Minh forces. Simply stating that Viet Minh forces were being trained in Communist China would not suffice.
