संसद की आंक-समिति ने देश के आयात-निर्यात व्यापार के संबंध में जो सिफारिशें की हैं, वे ध्यानाकर्षक हैं। ‘उद्योग धंधों के लिए मशीनों तथा कच्चे माल की अनिवार्य आवश्यकताओं के सिवा’, समिति का कहना है, ‘बाहर से आनेवाले माल की मात्रा कम-से-कम कर देनी चाहिए।’…

आंक-समिति का कहना है कि व्यापार का यह तरीका बन्द हो जाना चाहिए कि यहां से यूरोप व अमरीका को हम जो भी माल भेजें, वह यहां से ब्रिटेन जाये और वहां से अन्य देशों को उसका निर्यात हो। इस तरह के क्रम में ब्रिटेन को पुनः आयात का लाभ मिलता है जो समिति का ठीक ही कहना है, इस क्रम को बदल कर स्वयं भारत ही क्यों न प्राप्त करे? समिति की सिफारिश है कि इसके लिए यूरोप व अमरीका के देशों से हमें अपने सीधे संपर्क बढ़ाने चाहिए और उन देशों को जो भी अपना माल हम भेजें, वह सीधा ही भेजना चाहिए। चाय जो कि भारत के निर्यात-व्यापार का एक बड़ा अंग है, उसके बारे में आज यह क्रम है कि यहां से सामूहिक रूप में लन्दन उसका लदान होता है, और फिर वहां से सर्वत्र उसका वितरण या निर्यात किया जाता है, जिससे उसके निर्यात का एक बड़ा लाभ ब्रिटेन को होता है। समिति का सुझाव है कि इसके बजाय हमारे अपने देश में ही चाय की बिक्री की व्यवस्था होनी चाहिए और भारत से ब्रिटेन को चाय निर्यात करनेवाली कंपनियां आयकर न बचा सकें, इसकी पूरी व्यवस्था करनी चाहिए।

विदेशी माल के आयात के बारे में समिति का यह कहना गलत नहीं कहा जा सकता कि अपने उद्योग-धंधों के विस्तार के लिए आवश्यक कच्चे माल व मशीनों के अलावा जो भी माल मंगाया जाये या आने दिया जाये वह ऐसा हो, जिससे देश का धन व्यर्थ न जाये और जिससे हमारे अपने देश में आवश्यक चीजों के दाम घटें। आयात के खुले लाइसेंस के बारे में उसका कहना है कि एक से अधिक बार उसका समर्थन मुद्रास्फीति को रोकने के नाम पर किया गया है, परन्तु उसके अन्तर्गत जो चीजें आने दी गईं, वे ऐसी नहीं थीं कि जिनसे हमारे देश में आवश्यक चीजों के दाम कम होते। और अगर सीमा-शुल्क से सरकारी आय बढ़ाना ही विलासिता की चीजों को आने देने का कारण हो तो, समिति के अनुसार, ‘वह नीति हमारे देश के सर्वोत्तम हितों के लिए अत्यन्त घातक है।’

The recommendations made by the Parliamentary Statistics Committee regarding the country’s import-export trade are noteworthy. “Except for the essential needs of machinery and raw materials for industry,” the committee says, “the amount of imported goods should be minimized.”…

The Statistics Committee argues that the trade pattern of exporting goods from India to Europe and America should be discontinued, whereby goods sent from here to Britain are then exported to other countries. In this system, Britain benefits from re-importation, which the committee rightly argues. Why shouldn’t India itself benefit by changing this system? The committee recommends that we should increase our direct contacts with European and American countries, and that any goods we send to those countries should be sent directly. Tea, a major component of India’s export trade, is now being shipped en masse to London, and then distributed or exported from there, resulting in significant export profits for Britain. The Committee suggests that instead, there should be a system for selling tea within our country, and that adequate arrangements should be made to prevent companies exporting tea from India to Britain from evading income tax.

Regarding the import of foreign goods, the Committee cannot be mistaken in stating that, apart from the raw materials and machinery needed for the expansion of our industries, any goods imported or allowed to import should be such that they do not waste national funds and reduce the prices of essential commodities in our country. Regarding the open import license, it states that it has been supported more than once in the name of controlling inflation, but the goods allowed under it were not such that they would reduce the prices of essential commodities in our country. And if increasing government revenue from customs duties is the reason for allowing luxury goods to come in, then, according to the committee, ‘that policy is extremely detrimental to the best interests of our country.’
