युद्ध समस्या का स्थायी समाधान नहीं

इतिहास साक्षी है कि युद्ध केवल तबाही का अध्याय लिखते हैं, सृजन का नहीं। यह किसी भी समस्या का स्थायी समाधान नहीं है। अमेरिका-इजरायल और ईरान के बीच चल रहे युद्ध में इस्लामिक क्रांति का चेहरा अयातुल्ला खामेनेई को बेशक मार दिया गया है, लेकिन युद्ध अब तक बंद नहीं हो सका है। खामेनेई की मौत के बाद शिया समुदाय में जबर्दस्त नाराजगी है और वह जवाबी प्रतिक्रिया देने की बात कह रहा है। इसलिए, विश्व के लिए यह चिंता का विषय है कि आखिर युद्धोन्माद से प्रभुत्ववादी शक्तियां कौन सा शांति-संदेश देना चाहती हैं?

स्थिति यह है कि भारत जैसे पंथनिरपेक्ष देश में भी इस युद्ध को लेकर कड़ी प्रतिक्रिया देखने को मिली है। देश भर में शिया बाहुल्य इलाकों में प्रदर्शनकारी सड़कों पर उतर आए हैं और अमेरिका व इजरायल विरोधी नारे लगा रहे हैं। इस युद्ध के लिए किस-किस देश को उत्तरदायी ठहराया जाए, यह स्पष्ट नहीं है, पर इतना अवश्य है कि विश्व भयावह कल की ओर अग्रसर है। प्रभुत्ववादी शक्तियां अपनी शक्ति के दंभ में अन्य राष्ट्रों के सामने स्वायत्तता एवं स्वतंत्रता को बचाये रखने की चुनौतियां पेश कर रही हैं। इसको किसी भी स्थिति में उचित कृत्य नहीं ठहराया जा सकता। इस युद्ध से उत्पन्न स्थिति पर जब अनेक राष्ट्र प्रमुखों की टिप्पणियां प्रकाश में आती हैं, तो लगता है कि दूसरों के शीशे के घरों पर पत्थर फेंकने वाले लोग स्वयं को शांति-दूत सिद्ध करने में लगे हैं। रूस के राष्ट्रपति व्लादिमीर पुतिन ने युद्ध को मानवीय नैतिकता और अंतरराष्ट्रीय कानून के सभी मानदंडों का उल्लंघन बताया है, जबकि स्वयं वह यूक्रेन के खिलाफ युद्ध में उतरे हुए हैं। चीन, जो अपनी विस्तारवादी नीतियों के चलते पड़ोसी देशों की सीमाओं के अतिक्रमण का दोषी है, इस युद्ध को अंतरराष्ट्रीय कानून का उल्लंघन बताते हुए कह रहा है कि दुनिया के जंगल के कानून की और लौटने का विरोध होना चाहिए।

बहरहाल, मानवाधिकार आयोग इस प्रकार के युद्धोन्माद को रोकने के लिए क्या भूमिका निभाता है, यह तो भविष्य के गर्भ में है, लेकिन इतना अवश्य है कि भारत जैसे देश में आंतरिक जातीय और वर्ग-संघर्ष को बढ़ावा देने के कुत्सित प्रयास करने वाले तत्वों के लिए यह चिंतन का विषय होना चाहिए कि युद्ध के मुहाने पर खड़े विश्व के सम्मुख जब अस्तित्व को बचाए रखने की चुनौती हो, तब भारत के भीतर स्वार्थवश अमानवीय विघटनकारी कृत्य करने को सही ठहराने का औचित्य क्या है? क्या उन्हें भारत की अनेकता में एकता की समृद्ध परंपरा अच्छी नहीं लगती ?

History bears witness that war only creates destruction, not creation. It is not a permanent solution to any problem. Although Ayatollah Khamenei, the face of the Islamic Revolution, has been killed in the ongoing war between the US, Israel, and Iran, the war has not yet stopped. Khamenei’s death has sparked widespread anger among the Shia community, which is calling for a retaliatory response. Therefore, it is a matter of concern for the world: what message of peace do the hegemonic powers want to convey through their war hysteria?

The situation is such that even a secular country like India has witnessed a strong reaction to this war. Protesters have taken to the streets in Shia-dominated areas across the country, chanting anti-US and anti-Israel slogans. It is unclear which countries are responsible for this war, but it is certain that the world is heading towards a terrible future. Hegemonic powers, arrogantly asserting their power, are challenging other nations to preserve their autonomy and independence. This cannot be justified under any circumstances. As comments from various heads of state emerge on the situation arising from this war, it appears that those who throw stones at others’ glass houses are now attempting to portray themselves as peacemakers. Russian President Vladimir Putin has described the war as a violation of all norms of human morality and international law, while he himself is engaged in a war against Ukraine. China, which is guilty of encroaching on the borders of neighboring countries due to its expansionist policies, is calling this war a violation of international law and insisting that the world should resist returning to the law of the jungle.

However, the role the Human Rights Commission plays in preventing such war hysteria remains to be seen. However, it is certainly a matter of concern for those who are nefariously attempting to promote internal caste and class conflict in a country like India. When faced with the challenge of survival in a world on the brink of war, what justifies committing inhumane acts of self-interest within India? Do they not appreciate India’s rich tradition of unity in diversity?
