Is this the result of data manipulation?

यह आंकड़ों में हेराफेरी का नतीजा तो नहीं

केरल ने भले ही’ अति गरीबी’ से मुक्त होने की घोषणा कर दी है, लेकिन यह कहीं-न-कहीं आंकड़ों की हेराफेरी भी जान पड़ती है। ऐसा इसलिए, क्योंकि विगत 25 अक्तूबर को ही जब यहां के एससी-एसटी कल्याण मंत्री ने वायनाड को ‘अति-गरीबी’ से मुक्त होने की घोषणा की थी, तभी आदिवासी कार्यकर्ताओं ने इस सरकारी दावे की कलई खोल दी थी और बताया था कि सरकारी आंकड़ों व सच्चाई में काफी ज्यादा अंतर है। गौरतलब है कि वायनाड केरल के उन इलाकों में शुमार है, जहां आदिवासियों को एक बड़ी संख्या रहती है। यहां के आदिवासियों का कहना था कि वे अब भी भूख और अभाव में दिन गुजारने को मजबूर हैं।

यह स्थिति सिर्फ वायनाड की नहीं है, यहां के अधिकांश आदिवासी इलाकों में भूख, बेरोजगारी और भूमिहीनता आपको आसानी से दिख जाएगी। चूंकि आदिवासियों का संघर्ष बदस्तूर चल रहा है, इसलिए मुख्यमंत्री का यह दावा कि उनका राज्य अति-गरीबी से मुक्त हो गया है, इन आदिवासियों के सम्मान पर चोट जैसा है। यह दावा इन लोगों को मुंह चिढ़ा रहा है। आखिर मुख्यमंत्री को इतनी जल्दबाजों क्यों थी? वह चाहते, तो कुछ वक्त लेकर यहां के हालात पूरी तरह सुधार सकते थे और फिर अपनी उपलब्धि का एलान करते। यह कहीं ज्यादा अच्छा होता, क्योंकि इससे समावेशी समाज की कल्पना कहीं अधिक साकार होती। आदिवासियों के लिए लड़ने वाले तो यहां तक दावा कर रहे हैं कि केरल के 90 फीसदी आदिवासी परिवारों के पास अपनी जमीन नहीं है। कई लोग प्लास्टिक की ढकी झोपड़ियों में रहने को मजबूर हैं, जहां न बिजली है, न शौचालय और न ही पीने का साफ पानी। ‘द मूकनायक’ में छपी एक खबर के मुताबिक, आदिवासी समाज के बच्चे तो स्कूल भी नहीं जा पा रहे हैं और पिता के काम में हाथ बंटाना उनकी मजबूरी बनी हुई है।

हालांकि, ऐसी तस्वीर सिर्फ केरल में नहीं है। यह स्थिति कमोबेश पूरे देश में दिखती है। बेशक, अभी केरल के दावे पर पूरी तरह से भरोसा नहीं किया जा सकता, लेकिन यह भी सच है कि यह सूबा मानव विकास के तमाम पैमानों पर सभी राज्यों से बेहतर स्थिति में है। इसलिए, यह मुमकिन है कि आज नहीं तो कल, यह जरूर इस उपलब्धि को हासिल कर लेगा। तब तक, इसे न सिर्फ पूर्ववत अपनी सामाजिक सुरक्षा योजनाओं को चलाना होगा, बल्कि लोगों के जीवन-स्तर में बेहतरी के कुछ अतिरिक्त प्रयास भी करने होंगे। केरल के आदिवासियों के लिए भले ही गरीबी अभी की हकीकत हो, लेकिन उम्मीद यही है कि जल्द ही इसका उन्मूलन हो जाएगा।

This is because, on October 25th, when the SC/ST Welfare Minister declared Wayanad free of “extreme poverty,” tribal activists exposed this government claim, pointing out the stark difference between official figures and reality. It’s worth noting that Wayanad is one of the areas in Kerala where a significant number of tribals live. The tribals here said they continue to live in hunger and deprivation.

This situation isn’t unique to Wayanad; hunger, unemployment, and landlessness can be readily seen in most tribal areas. Since the tribal struggle continues unabated, the Chief Minister’s claim that his state has been freed from extreme poverty is an insult to the dignity of these tribals. This claim is mocking these people. Why was the Chief Minister in such a hurry? If he had wanted, he could have taken some time to completely improve the situation here and then announced his achievements. This would have been much better, as it would have made the vision of an inclusive society more realistic. Those fighting for the tribal people even claim that 90 percent of tribal families in Kerala do not own land. Many are forced to live in plastic-covered huts with no electricity, no toilets, and no clean drinking water. According to a report published in ‘The Mooknayak’, tribal children are unable to attend school and are forced to help their fathers in their work.

However, this situation is not unique to Kerala; it is more or less visible throughout the country. Of course, Kerala’s claims cannot be completely trusted at this time, but it is also true that the state is in a better position than all other states on all human development parameters. Therefore, it is possible that it will achieve this feat, if not today, then tomorrow. Until then, it will not only have to continue its social security schemes as before, but also make additional efforts to improve people’s living standards. While poverty may be a current reality for Kerala’s tribal people, there is hope that it will soon be eradicated.
