White-Collar Terrorism: A New Challenge

व्हाइट कॉलर आतंकवाद एक नई चुनौती

दिल्ली धमाके की गूंज अब तक शांत नहीं हुई है। इस मामले में जितने भी संदिग्धों के नाम सामने आए हैं, उनमें से अधिकतर पढ़े-लिखे लोग हैं। यही कारण है कि इसे ‘व्हाइट कॉलर टेरर मॉडल’ कहा जा रहा है। आखिर क्या है व्हाइट कॉलर आतंकवाद ? दरअसल, इसका तात्पर्य उन आतंकियों से है, जो पढ़े-लिखे और पेशेवर हैं। इनमें कोई डॉक्टर होता है, तो कोई इंजीनियर, तो कोई प्रबंधन क्षेत्र का पेशेवर। कहने को तो ये पढ़े-लिखे और डिग्रीधारक होते हैं, लेकिन इनका असली काम आतंकवाद फैलाना और आतंकी गतिविधियों में शामिल होना है। दिल्ली धमाके में जो गिरफ्तारियां हुई हैं, उनमें डॉक्टर अधिक हैं। इनके तार दिल्ली से लेकर जम्मू-कश्मीर तक हैं, जिसका मतलब है कि पूरे देश में व्हाइट कॉलर आतंकियों का नेटवर्क बढ़ रहा है। आमतौर पर यह धारणा रही है कि गरीबी व अशिक्षा से ही आतंकवाद का जन्म होता है और आतंकी मूलतः गरीब या अशिक्षित होते हैं। व्हाइट कॉलर आतंकवाद इस धारणा को तोड़ता है। इन दहशतगदों को आतंकी संगठनों का ‘वैकबोन’ माना जाता है। हथियार उठाकर किसी हमले या आतंकी वारदात को अंजाम देने वाले आतंकियों की पहचान आसान होती है, लेकिन पीठ पीछे उनकी मदद करने वाले पढ़े-लिखे इन अराजक तत्वों की पहचान काफी मुश्किल। ये लॉजिस्टिक सपोर्ट मुहैया कराते हैं, जानकारी व संदेश एक से दूसरी जगह पहुंचाते हैं, फंड जुटाते हैं और पूरे आतंकी संगठन को चलाने में मदद करते हैं। इस तरह, जो ढांचा ये तैयार करते हैं, उसे बहुत मजबूत माना जाता है। आजकल यह प्रवृत्ति काफी बढ़ गई है, क्योंकि आतंकी संगठनों के भीतर यह धारणा होती है कि पढ़े-लिखे आतंकी दहशतगर्दी को नया आयाम दे सकते हैं। इनकी शिक्षा-दीक्षा का इस्तेमाल किसी आम इंसान को ‘ भ्रमित करने’ में किया जा सकता है और उसके जरिये आतंकवाद फैलाया जा सकता है। ऐसा इसलिए, क्योंकि ऐसे आतंकियों का आम जनमानस पर प्रभाव पड़ता है।

एक बात तो तय है कि दिल्ली धमाके में जितने भी लोग पकड़े जाएंगे, उनमें से अधिकतर व्हाइट कॉलर ही होंगे। मुमकिन है कि इनके आका पाकिस्तान में बैठे हों और संचार के आधुनिक साधनों की मदद से इन लोगों के मन में जहर भर दिया गया हो। अब हमारी खुफिया एजेंसियों को सिर्फ आतंकवाद से नहीं लड़ना है, बल्कि उसके उन्नत रूप ‘व्हाइट कॉलर आतंकवाद’ से भी लड़ना है। भले ही, इन पढ़े-लिखे आतंकियों की पहचान कठिन हो, लेकिन उम्मीद यही है कि हमारी एजेंसिया इनको समय रहते पकड़ने में कामयाब होंगी।

The reverberations of the Delhi bombings have not yet died down. Most of the suspects named in this case are educated individuals. This is why it is being called the “white-collar terror model.” What exactly is white-collar terrorism? It refers to terrorists who are educated and professional. Some are doctors, some engineers, and some management professionals. Though they are supposedly educated and degree-holders, their true purpose is to spread terrorism and engage in terrorist activities. Among those arrested in the Delhi bombings, most are doctors. Their connections extend from Delhi to Jammu and Kashmir, which means that the network of white-collar terrorists is growing across the country. It is generally believed that poverty and illiteracy breed terrorism, and that terrorists are primarily poor or uneducated. White-collar terrorism shatters this notion. These terrorists are considered the “backbone” of terrorist organizations. It’s easy to identify terrorists who take up arms and carry out attacks or terrorist acts, but it’s much more difficult to identify these educated, unruly elements who assist them behind their backs. They provide logistical support, transmit information and messages, raise funds, and help run the entire terrorist organization. Thus, the infrastructure they create is considered very robust. This trend has increased significantly these days because terrorist organizations believe that educated terrorists can add a new dimension to terrorism. Their education can be used to “mislead” the common man and spread terrorism through them. This is because such terrorists have an influence on the general public.

One thing is certain: most of those arrested in the Delhi blasts will be white-collar workers. It’s possible that their handlers are based in Pakistan and, with the help of modern means of communication, these individuals have been poisoned. Now, our intelligence agencies must fight not just terrorism, but also its advanced form, “white-collar terrorism.” While these educated terrorists may be difficult to identify, we hope our agencies will be able to apprehend them in time.
